Project Idea:
Rozgar Dhaba is an attempt to solve the information gap which leads situation of unemployment in India (especially in rural pockets). Rozgar Dhaba is a physical village information exchange center to provide information on local jobs, government schemes, health schemes, and options for livelihood and minimize unsafe migration and unemployment. It collects information from local employers for local jobs and also collects information about job seekers, who are looking for jobs and displays the gathered information. It connects migrant workers/farmers/village communities to the opportunities available for livelihood. It also assists the community in availing different documents like ration card, bank account. It also serves for the following:
- Display of information on selling of agriculture produce and buyer looking for agriculture produce
- Villagers willing to rent their farm or agriculture equipment’s
- Information on admissions to schools, colleges and on scholarships
- Information on government schemes
- Mask Distribution: Distribution of three-layered cloth masks
- Land Records: Land records details (charges as per government norms)
- NREGA Work: Information on different government schemes including NREGA work availability
- Documents: Information and assistance on making of Adhaar card, Ration card, voter card and other such documents-including caste certificate etc (charges applicable as per the government norms)
- Health Schemes Assistance on availing different health schemes-ayushmaan bharat, Sukanya yogana, institutional delivery 2. Services of telemedicine (government supported).
- Bank Accounting: Online bank account opening
- Books: PDF version of different books
- Linked with banks and provide information on loans from banks and institutions like NABARD and schemes like MUDRA. It also supports rural poor on opening bank accounts.
Rozgar Dhaba is an information exchange center where it lists out the local jobs and help people to get them access to the jobs and government schemes by making them aware of the processes. The idea is to help people finding jobs in their local area so that people can stay in their villages instead of unsafe migrating to bigger cities. Its filters unsafe migration and supports United Nations Sustainable Development Goals:
- SDG 1: No Poverty: The main motive of Rozgar Dhaba is to fill the gap between demand and supply inside the village by connecting people to the different kinds of work available in the local area which otherwise people are not aware of.
- SDG 2: Zero Hunger: By informing communities on local livelihood opportunities, this increases income and also create opportunities for small farmers (who used to migrate) to invest more time on agriculture.
- SDG 8: Decent Work and Economic Growth: By filtering unsafe migration
- SDG 10: reduced Inequalities: By informing communities on local opportunities and boosting local growth
- SDG 11: Sustainable Cities and Communities: By reducing unsafe migration and pressure on cities
Rozgar Dhaba center has computers, wifi, printers’ facilities where one person is the in-charge who help people to fill up forms and understanding the processes, the other person tells about the services available at the center.
Rozgar Dhaba assist communities through following ways
- Step: 1: Community awareness on unsafe migration and local livelihood options (including benefits of government schemes)
- Step: 2: Registration at Rozgar Dhaba (its primarily to track the status and keep a record of those who received services from Rozgar Dhaba)
- Step: 3: Hand Holding to ensure migrants receive benefits though a) assisting them in applying to different government schemes, b) connecting them with local livelihood opportunities c) facilitation in the formation of community collectives (Farmers club and Self-Help Group) d) Workshops on collective livelihood initiatives.
- Step: 4: Follow-up with beneficiaries
Why Rozgar Dhaba is important during and Post COVID-19?
- Thousands of migrant workers are back to their village without any plan and source of information that what they will do? Rozgar Dhaba can help them in connecting with jobs as per their skills.
- At present and for next few years migrant workers need support of government schemes, most of them are unaware about it-Rozgar Dhaba is a helping hand there.
- To boost rural economy and supply chain
- To avoid labour exploitation
When and Where it started?
Started in April 2020 in Azamgarh district of Uttar Pradesh now by Oct 2020 Rozgar Dhaba has expended its operations in six districts -Azamgarh, Buxar-Balia, Ghazipur, Mirzapur, and Chandauli. Upcoming Rozgar Dhaba in Varanasi, Ambedkar Nagar, Mau , Ghaziabad and Jaunpur.
What issue it is addressing?
Mijwan welfare society envision Rozgar Dhaba as public policy solution to address the issue of unsafe migration, and unemployment. Rozgar Dhaba could emerge as the policy solution in the form of Panchayat Resource Center (PRC) assisting Panchayats and community to get information on locally available livelihood options and filer unsafe migration. It could also add value to the government programs like Skill India, Digital India and Mudra yojana.
How much it cost?
One Rozgar Dhaba project cost INR 5-5.8 lakh per center for a year and on an average serves 10000 beneficiaries. Thus, per beneficiary cost for a year in Rozgar Dhaba ranges from INR 56-INR 75 (depends on the context). Rozgar Dhaba model sustain on its own in two years through community contribution and minimal charges for the services provided at Rozgar Dhaba.
